H.E. Vusal Khalilov

Vusal Khalilov is the Deputy Governor of the Central Bank of the Republic of Azerbaijan. He has extensive experience in digital transformation, financial technologies, information technology, and banking. Prior to joining the Central Bank, he held senior leadership positions in the private banking and telecommunications sectors, leading large-scale digital innovation initiatives.

He holds degrees in Computer Science and an Executive MBA in International Business Management, and has completed executive education programs at Harvard Business School and Copenhagen Business School.
His current work focuses on digital finance, innovation, and the modernization of the financial sector in Azerbaijan, with a particular focus on payment systems and services, digital payments, and the development of modern payment solutions.
